This type of bottle is referred to as an antique SPECIMEN bottle or SHOW globe.  I think the grammatically correct term is "INVERTED SHOW GLOBE", and these were used to display medicines, herbs, powders, flowers, minerals and mining specimens, organics etc., and would sit on a counter, in a window, or in a case at a business or public building for display purposes.  They sit with the cork end down and the circular glass base up, so the contents within could be easily and clearly seen. These 'inverted' show globes were also used by exhibitors at local fairs to display examples of seeds, grains, wheat stalks, etc., that they would enter into competition.  This one was used to display a brand of flour, "
GRAHAM FLOUR
",  that was milled by the
Hecker - Jones - Jewell - Milling Co. in New York City
.   Note that it is still full of flour and that it is still sealed with what looks like a hard wax or glue.  These are rarely found for sale, especially with the company name and product information labels still on them.   Not a lot of them were ever made in the first place as they were not used to mass sell a consumable product in but were made for a small market with even a smaller niche, to display unique products in.  They were not purchased full, used up, and then discarded, like most bottled products.  But these were used over and over again until they broke.  And they are blown in very thin glass so that the displayed items inside would not be distorted but clearly visible and as a result they are extremely light and fragile so most of them did not survive.  Though some of the ones we've seen we're claimed to have been 'free blown' and have been called everything from footed specimen jars to show globes, they aren't free blown. These were hand blown into a mold, then spun in the mold to thin out the glass and make it very uniform. In the process the mold seams are obliterated and thus have the mistaken appearance of 'free blown' glass.
